I am using SharePoint online and trying to read css files that was used in a list. When i accessed the file and download the css files, it downloads as zip files and when i extract there are no files in it. I also tried to open the file directly from site assets, and it does not come up. Any suggestions Please

I suggest you try downloading the zip folder from SharePoint Online to your local drive to see if you can see the files inside it, you may try using alternate browser if one is not working.
Meanwhile, you can try using Open with Explorer command to open your SharePoint library in your File Explorer first, then try to see if you can see the files inside the document library.
To open SharePoint library with File Explorer, browse to your SharePoint library with Internet Explorer.
a. If you are using classic SharePoint, under LIBRARY tab, click Open with Explorer button.
b. If you are using modern SharePoint library, click All Documents>View in File Explorer.

If the files within the zip folder when you view it in your local drive or when using Open with Explorer command, I suggest you extract these files first and then upload them to SharePoint Online document library.

There might be another solution you can try; Adding the site to the trusted sites in internet explorer under security tab.
Follow these steps:
Click the Security tab.
