LibreOffice Base is an alternative to MS Access but not that powerful and no support for VBA and other programming scripts.

Yes Microsoft access is still a powerful tool for small and medium size databases with its easy to use interface and support of VBA in the backend it provide a useful way of developing and maintaining databases easily.
Although there are many alternatives available you can find some listed here and compare it with MS Access.
