Not able to understand you question. I think you want to ask a question and want a video to be uploaded along the question for better description. I think normally videos are required to explain the answer in a better way but you also brought a good idea on the table.

There is a solution to this problem you can host/add your video on any video platform i.e Youtube and then put a link of the video along your question in this way the person answering your question would be able to go through the video and will answer it after getting more details from the video.
