Issue with Customized footer in SharePoint after migration from 2013 to 2019 (onPerm)

We have migrated from Sharepoint 2013 to SharePoint 2019 (both source and destination environments are On Perm).

Few users are not able to see the footer on the new SP 2019 site.

We are using Customized master page which is showing Footer.css file for all pages.

I am a Site Collecting Admin, and I can see the footer on the page.

Other users are getting error:

“Sorry, something went wrong.”

“An unexpected error has occurred.”
